Requirements for Federal Funds
The East Cleveland City School District receives millions of dollars annually from federal, state and other foundation grants. The district receives federal funding for Title I-A, Title School Improvement Sub A, Title II-A, IDEA-B Special Education, IDEA Early Childhood special Education, Career-Technical and Adult Education and Early Childhood Education. Funding is allocated to address the needs assessment determined by the District Leadership Team (DLT) through the completion of the Decision Frameworks (DF); and to implement the strategies and action steps to meet the goals indicated in the district’s Comprehensive Continuous Improvement Plan (CCIP).
Federal and State Grant Projects
Each year the East Cleveland City School District makes an application and receives millions of dollars from federal, state, and other foundation grants. This process is organized through the Ohio Department of Education's Comprehensive Continuous Improvement Plan (CCIP). The East Cleveland City School District CCIP may be viewed via the internet at www.ode.state.oh.us. The following grant projects are currently contained in the CCIP:
- Title I-A - Improving Basic Programs
- Title II-A - Supporting Effective Instruction
- Title III - Language Instruction for English Learners
- Title IV - Student Support and Academic Enrichment
- IDEA - B - Individuals with Disabilities Education Act (IDEA)
- IDEA Early Childhood Special Education
Title 1: Parent Input and Participation in Title 1 Programs
The district provides Title I services in all buildings through the Title I-A Improving Basic Programs which provides financial assistance to local education agencies (LEAs) and schools with high numbers or percentages of children from low-income families to help ensure that all children meet challenging state academic standards. The purpose of Title I is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments. The district solicits input from parents, staff, and community members on a yearly basis in order to develop the CCIP. Title 1: Student Assessment and Academic Intervention Services
The Board shall assess student achievement and needs in all program areas in compliance with State law and the rules adopted by the State Board of Education. The purpose of such assessments will be to determine the progress of students and to assist them in attaining student performance objectives and the educational achievement goals of this District. The Board shall administer the State-mandated tests (e.g., diagnostic assessments and achievement tests) to students at the times designated by the State Board of Education.
The Board may, for medical reasons or other good cause, excuse a student from taking a State-mandated test on the date scheduled, but any such test shall be administered to such excused student not later than nine (9) days following the scheduled date. The Board shall annually report, not later than June 30th, the number of students who have not taken one (1) or more of the State-mandated tests to the State Board of Education.
The District shall require that all appropriate staff have knowledge of the prescribed standards of ethical assessment practice and shall monitor the assessment practices for compliance with these standards. IDEA: Individuals with Disabilities
The East Cleveland City School District receives notification of their entitlement to federal funds allocated in accordance with the Individuals with Disabilities Education Act, Public Law 92-142. Utilization of these funds is designated to provide services and programs for disabled students. Persons who wish to comment on how to utilize these designated funds are welcome and encouraged to contact our Pupil Personnel Services Office, at 1843 Stanwood Road, East Cleveland, Ohio 44142, or call 216.268.6349.
Child Find
“A Search for All Children with Disabilities”
Child Find is the process of identifying, locating, and evaluating all children from age three to twenty-one who may have a disability and be in need of special education and related services, regardless of the severity of the disability. The district seeks to identify, through Child Find, all children in the East Cleveland City School District who attend a public or non-public school in the district or who are homeless or wards of the state who may be in need of special education and related services.
A child with a disability is a child having a cognitive disability, hearing impairment (including deafness), visual impairment (including blindness), a speech or language impairment, an emotional disturbance, an orthopedic impairment, autism, traumatic brain injury, other health impairment, specific learning disability, deaf-blindness, or multiple disabilities, or preschoolers with a disability.
Parents, relatives, public and private agency employees, and concerned citizens are asked to help the Lakewood City School District find any child who may have a disability and need special education and related services. If you are aware of a child who may have special needs, please notify Lakewood City Schools, Department of Student Services at (216) 529-4201.
Parents’ Right to Know (Teacher Qualifications)
As a parent of a student in a Title I-served school, you have the right to request information about the teaching qualifications of your child's classroom teacher. Under the Federal No Child Left Behind (NCLB) Act, you may request this information at any time, and the school district is required to provide it in a timely manner.
The qualifications you can request include:
- Whether the teacher has met Ohio’s licensing requirements for the grade level and subjects in which they are providing instruction.
- Whether the teacher is teaching under an emergency status where state licensing requirements have been waived.
- The type of college degree and major the teacher holds, as well as the field of discipline for any graduate degree or certificate.
- Whether your child is receiving Title I services from paraprofessionals, and if so, their qualifications.
